The railroad tracks and control tower in the background would seem to place this picture at the site of the Toll Brothers facility (formerly Robertson Tile) on Pennsylvania Avenue.
This picture was taken from near the same vantage point as in the picture above. The bridge at left center would be over Pennsylvania Avenue (we think).
